Bihar Student Credit Card Scheme: Certificate Case Issued Against 1,631 Students

In Bihar, the government’s student credit card scheme/plan is regarded as a gift for low-income students. Due to the paucity of money, children who excel in their studies have received a good education since the scheme’s establishment. However, this strategy is now set to become a noose over the necks of students.

As per News18 Hindi, under the Bihar and Orissa Public Demands Recovery Act, 1914, the state Finance Department is getting ready to initiate a certificate case against thousands of students.

The whole issue is about loans worth lakhs of rupees to children who continue their education after Class 12. The department has reportedly made a list public in this regard and given directives for action to each district’s finance department.

According to Sanjay Kumar, Director of the Computer Education Institute, many students who take advantage of this scheme fall into the trap set by brokers and are admitted to colleges where they are unable to finish their studies. He further stated that an investigation into the matter should be conducted by the department.

Right now, directives have been given to file certificate cases against unemployed students who have benefited from the Student Credit Card Scheme or those who are seeking to pursue their education.

As per a departmental letter, Ajay Kumar, who oversees the finance department for the Student Credit Card Scheme, stated that an order has been issued to register certified cases under the Bihar and Orissa Public Demand Recovery Act 1914 against 1,631 students from 38 districts in Bihar.

According to the above order, strict action would be taken against 152 students from Kishanganj, 31 from Khagaria, 29 from Begusarai, 13 students from Sitamarhi, and 11 from Lakhisarai. It is important to note that after the certificate case is registered against the student, there is also an option to file an FIR as well.

More than 5 lakh students have completed or are in the process of completing their education under this plan. In such a situation, certificate cases against 30 thousand Bihar students have been registered as of today, reports state. The process of filing certificate cases, which began in the most recent fiscal year, appears to be becoming a pain in the neck for students.

Students who have enrolled for the scheme are now seeing their applications rejected due to concerns about the certificate case, according to multiple DRCCs in Bihar.
