Using a "No Social Worker" Hack
Choose a hack that prevents the social worker from showing up. Depending on whether you want to prevent the social worker entirely, or just want to be able to leave children unattended while the adults work, there are two well-known mods that block the social worker. BoilingOil's Kids and Pets Unattended - social worker will not take kids or pets if an older Sim isn't on the lot, but will take a child who is neglected or failing school. (Click on Download BO - KidsandPets Unattended.zip.) Simlogical's No Social Worker - social worker won't show up at all, regardless of circumstances. (Click on "NoWelfare.zip".)
Unzip the hack. Right-click the .zip file and click Extract to..., or double-click it to open it. A .package file will appear.
Drop the package file into your Sims 2 Downloads folder. This is located at Documents > EA Games > The Sims 2 > Downloads. (You may want to create a subfolder in Downloads titled "Hacks" and keep the hack in there so it's separate from content that doesn't modify game behavior.) If you're playing the Super Collection on a Mac, the filepath is Library > Containers > com.aspyr.sims2.appstore > Data > Library > Application Support > Aspyr > The Sims 2 > Downloads.
Start the game.
Click "Enable custom content". If this is the first mod you've installed, a popup will appear. Near the bottom of the popup, click "Enable custom content". After this, restart the game.
Play the game as normal. While the full effects will vary depending on which mod you installed, the social worker should no longer show up. If you're using the Simlogical No Social Worker hack, you may need to move the family out of the house and back into it for the mod to take full effect.
Pleading with the Social Worker (FreeTime)
Choose a Sim with the Family aspiration. They don't need to have Family as their primary aspiration; it will work fine if it's their secondary one.
Build a good family relationship. If a Sim has a good relationship with their children, the social worker is more likely to give your Sim a second chance.
Go to your Sim's Aspiration Rewards panel. Select the Inventory tab (which looks like a treasure chest), and then click on the Lifetime Rewards tab (which will have their primary aspiration symbol next to a treasure chest). Click on the icon that looks like a child, an adult, and a treasure chest.
Purchase the "Plead with the Social Worker" reward from the Family category. If your Sim's primary aspiration is Family, this will be the third box in the Family category; if Family is their secondary aspiration, it will be the fourth box in the Family category. If multiple Sims on the lot have this aspiration reward, the social worker will be more likely to give your Sims another chance.
Wait for the social worker to arrive. The social worker will come to your Sim's house if a child or younger Sim has been neglected, is failing school, or is freezing or overheated (if you have Seasons).
Allow your Sim to plead with the social worker. This is an autonomous action; it can't be manually initiated. If your Sim's plea fails, the social worker will take the children. If your Sim's plea is successful, the social worker will give you 24 hours to remedy the situation, and leave.
