Biti case: Orissa DGP gets govt notice
A fast-track court sentenced Biti to 7 years in jail after he was convicted for raping a German tourist last year.

New Delhi: The home department of Orissa government on Saturday issued a show cause notice to DGP Bidya Bhusan Mohanty in Biti parole jumping case.

The department has issued the notice after receiving photocopies of petitions allegedly sent by Mohanty to Rajasthan police authorities for his son's release on parole.

A fast-track court sentenced Biti Mohanty to seven years in jail after he was convicted for raping a German tourist in Alwar last year.

The Jaipur Jail authorities later granted parole to Biti from November 20 to December 4, 2006 on his father's application on the grounds of his mother's illness after the DGP had furnished the surety bonds.

But Orissa’s Director General of Police (DGP) B B Mohanty’s son Biti Mohanty jumped parole and did not report at the police station in Jaipur as per the conditions. He has also not returned ever since and the police have not been able to trace him.

A team of Rajasthan police had gone to Orissa last month to arrest Biti, but returned empty-handed after hunting for him for 20 days.

Over a month after Biti failed to return, the Rajasthan government had said that it will use all the legal weapons it can to get the Orissa top cop to be accountable before the law.

Subsequently, the Rajasthan government initiated action against the Orissa DGP after a sustained media campaign demanding an inquiry into the whole issue.

The Orissa government had said that it will register a criminal case against the DGP for shielding his son under sections 120, 130 (Criminal conspiracy and shielding/facilitating escape of a state prisoner), and under section 224 (escaping from the law) against Biti.

The government had issued a warrant against the DGP for the attachment of his property and recovery of an amount of Rs 50,000, which he had pledged through surety bonds for the parole of his son Biti Mohanty.

However, in an interview, Mohanty reiterated that he had not visited Jaipur or met his son since November 20. He added that neither did he execute the bond nor stood surety.

Subsequently, the Orissa High Court on January 16 granted an interim bail till February 5 to B B Mohanty.
