HYDERABAD: As a decision on Telangana has been put on hold, so have been the reconstitution of the PCC and appointment of presidents to the district Congress committees.PCC president Botcha Satyanarayana, who had gone to Delhi with a list of those who could be appointed as DCC presidents and to various positions in the PCC, has returned here after having been told by the party high command him not to bother about issues at the micro level at a time when it is grappling with the macro issue of bifurcation of the state.Satyanarayana, ever since he was made the PCC president, has been trying to leave a mark of his own on the management of the party but could not get around to it since he does not have a team of his own. In the districts too, appointment of new presidents is long overdue. Before he left for Delhi, he did an elaborate exercise of finalising the names of those who could be appointed at presidents of DCCs after holding talks with the MLAs and ministers from the districts.For instance, he wants to ensure that there would be no opposition to K Veerabhadra Swamy's continuance as DCC president of Vizianagaram district from where Botcha hails. Similarly, he is rooting for a second term for Srikaklulam MP Killi Kripa Rani as president of Srikakulam DCC. Botcha wants Guntakal MLA Madhusudhan Gupta as president of Anantapur DCC. For Vizag, Yelamanchili MLA Kannababu is the hot favourite.For several districts, there are more than one or two contenders. The last reconstitution of the PCC was done in 2008 after D Srinivas was appointed as PCC president ahead of the 2009 general election. Since then, for various reasons, the committee has not been constituted. For Satyanarayana, reconstitution of the PCC with a considerable number of his men and appointment of his confidants as presidents for a maximum number of DCCs are very crucial as there is speculation that he might be stripped of his cabinet berth (he is transport minister) as the party may allow him to hold two posts.Satyanarayana is keen on building his own team in the PCC and thus emerge stronger before the axe falls on him as a minister.
