The Union government will present the Bill on amendment to Article 371 of Constitution before the Parliament before the monsoon session, which concludes on September 7, said Union Minister for Corporate Affairs and Power Veerappa Moily here on Saturday.
The Bill if passed will confer special status to Hyderabad- Karnataka (H-K) region.
Inaugurating renovated building of Regional Office of Employees Provident Fund Organisation at Aland road here, Moily said, “As the Political Affairs Committee (PAC) headed by Prime Minister Manmohan Singh has approved the Draft it is not necessary for the Union Cabinet to approve it. The Bill could be directly tabled before the Parliament.”
The Union Minister said as per latest information, the PAC approved draft is with the Union Home Ministry and is being prepared for the Parliament.
The amendment has unique features as it incorporates points of amendment to Article 371 for Telangana, Vidarbha, Goa and other parts of the country which enjoy certain benefits.
“Once it is presented before the Parliament, it should get passed by two-third majority to become an Act,” he said.
Moily said that the previous Union government had rejected the Bill. However, now due to pressure from senior Congress leaders and UPA chief Sonia Gandhi and Congress general secretary Rahul Gandhi, the matter has been reopened.
Union Labour Minister Mallikarjun Kharge who presided over the function requested Chief Minister Jagadish Shettar not to create confusion by giving statements that he would pressure Union government to bring Bijapur district under the ambit of Article 371.
Kharge said that Union Water Resource Ministry has cleared the project of modernisation of UKP project at an estimated cost of Rs 6,000 crore and the major beneficiary is Bijapur.
“Both Union and state governments can develop any district by launching schemes but creating confusion is not good when the long-pending dream is coming true,” he said.
