The CBI filed the fourth chargesheet on Monday in YS Jagan Mohan Reddy's assets case, particularly with regard to the Vanpic deal.
The investigating agency said Nimmagadda Prasad, the project's promoter, invested in Jagan Mohan Reddy's companies as a quid pro quo arrangement and the then revenue minister Dharmana Prasada Rao issued GOs for land allocation.
Brought in nine trunks, the document had 333 pages, of which 177 pages contained the actual chargesheet. The CBI listed more than 280 documents and about 250 witnesses in the chargesheet.
The chargesheet said that the then industries and infrastructure minister Mopidevi Venkataramana Rao had misled the state cabinet on the salient features of the Vanpic project and got it approved.
On the role of industrialist Nimmagadda Prasad, the CBI said he floated Vanpic Projects Private Limited with his brother Nimmagadda Prakash as its director and cornered thousands of acres of land in the name of development of an industrial corridor. The lands were supposed to be alienated to Vanpic Ports Private Limited, a special purpose vehicle floated for developing Nizampatnam and Vadarevu ports and also an industrial corridor.
The CBI alleged that Prasad cornered more than 13,000 acres in Prakasam and Guntur districts in the name of the project. Dharmana issued the GOs allotting the land to Vanpic Projects Private Limited after IRAS officer KV Brahmananda Reddy, who was in the industries and infrastructure department, had sent letters to the district collectors to identity land for the project. IAS officers M Samuel and Manmohan Singh, who were in the revenue and industries departments respectively, were also named in the chargesheet.
