BHUBANESWAR: Even as the State Government is against ad hoc appointment of teachers in Government and aided colleges, no tangible progress is achieved on the recruitment front. In Government degree colleges, 612  teacher posts are vacant against the sanctioned strength of 1,818. The vacant teacher posts in junior colleges are 279 while the sanctioned strength is 1,023. Though the Government has requested the Orissa Public Service Commission for selection of 271 junior lecturers, the process is yet to be completed. There is no change in position of teachers  in government colleges since the winter session of the Assembly. The issue also figured in the current budget session. Responding to a query of Congress chief whip Prasad Harichandan, Higher Education Minister Badrinarayan Patra said that colleges had been directed to appoint retired teachers on contractual basis and manage the situation by taking guest faculties. To a similar question in the winter session of the Assembly, the Minister had said that 2,375 teacher posts are lying vacant in Government and aided colleges. Since steps have been taken for filling up of the vacancies in stages, there is no need for giving ad hoc appointment.  Senior BJD member and former minister Damodar Rout had objected to the  existing policy of the Government of appointing retired teachers against the vacant posts. Rout made a strong plea for giving ad hoc appointment of educated unemployed youth instead of recruiting retired teachers.There is a huge vacancy of the English, Economics, Chemistry, Physics, Oriya, Zoology, Botany, History, Mathematics and Computer Science departments in Government degree colleges. Sixty-three Physics teacher posts are lying vacant in degree colleges against a sanctioned strength of 132. In Economics, 62 out of 144 posts are vacant while there is a shortage of 61 Chemistry teachers. The total sanctioned strength of Chemistry teachers in degree colleges is 144. The highest number vacancies is in English department. Eighty-five posts are lying vacant as against a sanctioned strength of 195. Ironically, all the 30 teaching posts in Computer Science are lying vacant when there is a great demand for the subject.Nearly, 1,500 lecturer posts are lying vacant in Government-aided colleges. As there are a large number of vacancies in the posts of principal, the Government has recently decided to recruit Readers on seniority basis as principals.
