THIRUVANANTHAPURAM: The State Electricity Regulatory Commission has written to the KSEB asking it to furnish its feedback on the draft Kerala Electricity Supply Code 2011 before April 30. Though the Commission had given the power utility 45 days’ time for filing its opinion when the first draft code was published last year, the KSEB is yet to respond.Once put into effect, the supply code will govern all aspects of power supply in the state. The Commission rushed off its letter to the KSEB on Wednesday. The KSEB’s feedback is crucial since it is the leading power distribution licencee and the state-run power utility, Commission officials said."Once feedback from all the stakeholders, including KSEB, is received, the draft will be finalised and put into effect after hearings,’’ a Commission official said.All issues and norms pertaining to power supply to all categories of consumers will be dictated by the supply code once it comes into force. This include electric connections, line drawal, power theft, disconnections, re-connections, standards of performance for distribution licencees, meter reading and billing and recovery of arrears.Existing terms and conditions for power supply were thought to be inadequate, prompting the regulatory commission to hammer out a fresh Electricity Supply Code. Prior to the Electricity Act of 2003, the Electricity Rules, 1956, featured Condition of Supply of Electrical Energy. On the basis of the Act, the state commission gave shape to the Supply Code, and subsequently, Terms and Conditions of Supply for the KSEB.But, the Commission itself notes that both documents do not reflect the true spirit of the Electricity Act. The Commission had appointed a consultant to draft the code. Once it comes into effect, the code will replace the existing Terms and Conditions of Supply.
