New Delhi: Tamil Nadu on Monday made a strong case for Centre meeting the full expenditure towards manpower for internal security management and extending police modernisation scheme for another 10 years beyond 2009-10.
Manpower cost towards maintaining Quick Reaction Teams in districts and cities for internal security management as also their training should be provided by the Centre, Chief Minister M Karunanidhi said at the Chief Minister's Conference on Internal Security in New Delhi.
"Non-availability of such assistance to states managing their situations, amounts to penalising them for good work," Karunanidhi said in his speech which was read out by his son and Deputy Chief Minister MK Stalin.
The allocation for modernisation of police force (MPF) scheme over the years has not been keeping pace with the need and in real terms has gone down over the years, he said and suggested that the MPF scheme continue for another 10 years beyond 2009-10.
Observing that Tamil Nadu, with coastal length of more than 1,000 km was pioneer in the formation of Coastal Security Group, Karunanidhi sought increase in the presence of Coast Guard and Navy personnel to safeguard eastern coastal sector.
Karunanidhi said his government was in favour of creating a common database on terrorism and other matters related to internal security at the Centre with facility of access by the states.
Strict immigration control measures such as photographing and finger printing all foreigners on arrival and web-based Passport Information System should be made accessible to the state intelligence wings, he said.
Suggesting that the Centre bear the entire cost with respect to weaponry and equipments required for anti-terrorism and anti-sabotage operation, he said the process of funding mega city modernisation should be expedited.
