New Delhi: Vice President and chairman of Rajya Sabha Dr Hamid Ansari has slammed the pandemonium that characterized the Winter session that ended on Friday and asked members to introspect on the distinction between "dissent, disruption and agitation".
"I had fervently hoped that I would not have to repeat what I said at the conclusion of the 221st Session in December 2013. My hope stands belied," Ansari said in his address at the concluding day.
"Regular and continuous disruptions characterized the session. The symbolism of dignified protest, so essential for orderly conduct of parliamentary proceedings, was abandoned. This deprived members of the opportunity to seek accountability of the Executive through Questions and discussions on matters of public interest," he said.
Ansari observed that peace prevailed in the Upper House only when obituaries were being read.
"The prohibition in the Rules about shouting slogans, displaying posters and obstructing proceedings by leaving their assigned places, was consistently ignored by all sections of the House," Ansari said.
Rajya Sabha was adjourned sine die on Friday with just 22 hours of business.
Almost 88 hours were lost due to disruption over the issue of demonetisation with the session being termed a complete washout.
