Citizens should neither feel pressure nor lack of their governments, Prime Minister Narendra Modi said at a global summit in UAE on Wednesday, laying down his vision that stressed governance models focused on inclusiveness, transparency and green energy.
Addressing the World Governments’ Summit in Dubai, PM Modi emphasised that the world needs inclusive, smart, technology-driven, corruption-free, green governments which focus on ease of living (mobility, business).
“Citizens should neither feel any pressure from the government nor its absence. Rather, I believe that it is the job of the government to ensure that government interference in people’s lives is minimal,” he said.
“We have stressed an environment that encourages enterprise and energy among citizens…We gave importance to people’s participation,” he added.
PM Modi is on a two-day visit to the United Arab Emirates, his seventh in ten years, to deepen bilateral relations and inaugurate the BAPS Mandir, the first Hindu temple in Abu Dhabi.
“Following the mantra of Sabka Saath-Sabka Vikas, we are emphasising on the approach of last-mile delivery and saturation,” he said.

- On Priorities of Indian Government: Talking about how Indian governance has changed over the past few years, PM Modi said, “Over the last few years, people’s trust over the Indian government has increased. People have trust in the intent and commitment of the government. This was possible only because we prioritised public sentiments in governance.”

- On Terrorism: Highlighting the challenges imposed by terrorism, the Indian Prime Minister said, “Terrorism dons a new face every time it is witnessed and posses a huge challenge for humanity in various forms.”
- On Promoting Global South: At the World Governments Summit in Dubai, PM Modi said, “Today when we are transforming our country, shouldn’t there be reform in the Global governance Institutions as well? We have to promote the concerns of the developing world and the participation of the Global South in global decision-making. We have to listen to the voice of the Global South, we have to bring forward their priorities, we have to help the needy countries.”
- On Challenges Like AI, Cybercrime: “We will have to create global prototypes for emerging challenges like Artificial Intelligence (AI), cryptocurrency and cybercrime. We will have to give priority to our national sovereignty and also keep the dignity of international law,” he added.
PM Modi in UAE
The Prime Minister on Tuesday addressed the Indian diaspora at the ‘Ahlan Modi’ event, roughly translates to ‘Hello Modi’, held in Sheikh Zayed Sports Stadium in Abu Dhabi. PM Modi and UAE President Mohamed bin Zayed Al Nahyan held a bilateral meeting and signed several Memoranda of Understanding (MoUs) to enhance the ties between the two countries.
PM Modi on Wednesday held a bilateral meeting with Madagascar President Andry Rajoelina in Abu Dhabi. Notably, Madagascar is a SAGAR partner of India. Launched in 2020, Mission SAGAR is a global initiative along the lines of the Sagar doctrine.
