Williams says that "the time is right for me to move on," three months after Venky's bought the club.
Williams joined as chief executive in 1997 and became executive chairman in 2005.
He added that, with the Indian poultry and pharmaceutical company in charge, "there is a new order, a new way of doing things."
Venky's fired manager Sam Allardyce just a month after buying the northwest England club.
