HYDERABAD: Chief Minister N Kiran Kumar Reddy on Thursday launched the State Credit Plan for 2011-12 with a total outlay of Rs 1,03,915 crore. A sum of Rs 73,316 crore was earmarked for priority sectors and Rs 30,599 crore for non-priority sectors.The agricultural sector got an allocation of Rs 48,000 crore. Of the total, Rs 30,985 crore was earmarked for crop loans and Rs 17,015 crore for term loans. An amount of Rs 17,118 crore was allocated for other priority sectors and Rs 8,198 crore for non-farm sectors.Apart from providing credit, banks will extend banking services to 6,655 villages with a population of more than 2,000 through ICT model this fiscal.Later, speaking at the 174th State Level Bankers Committee (SLBC) meeting, the chief minister said the annual credit plan outlay increased by 266 per cent in the last seven years. The state government took an initiative to assist tenant farmers. Loan eligibility cards would be issued to all the eligible tenant farmers from kharif season as part of the initiative, he said.The card enables tenant farmers to get crop loans from banks. Using the card, tenant farmers can purchase seed, fertilisers and pesticides at subsidised prices. It also makes tenant farmers eligible to get input subsidy from government if they incur crop loss due to natural calamities, he said.In the wake of marginalised role of Micro Finance Institutions (MFIs), Kiran Kumar urged banks to extend loans liberally to Self Help Groups by increasing the outlay to Rs 9,082 crore from Rs 7,082 crore. The chief minister said it came to his notice that some banks displayed the photographs of loan defaulters on the notice board. It was not proper on the part of banks to ‘humiliate’ the farmers for their failure to repay loans as it would affect their self-respect, he said.   SLBC president R Ramachandran underlined the need for weeding out bogus pattadar passbooks by launching a special drive. A foolproof system should be evolved to check the menace of bogus pattadar passbooks, he said.
