KOCHI: The city will soon join the elite group of metros in the country which have launched the e-Governance initiative as the Kochi Corporation is planning to launch the prestigious programme by March 2012.According to the officials concerned, Tata Consultancy Services (TCS), the implementing agency of the e-Governance project, has already started the software development for major modules that are included in the project.“The TCS has already started the software development for the modules that will come under the e-Governance in the pilot phase.The user acceptance testing (UAT) is likely to be held in January 2012 and we are hopeful of launching the project by March 2012,” said a top corporation official. The JNNURM-funded e-Governance project mainly aims at bringing major services offered by the civic body online.The total project cost is estimated at Rs 8.75 crore. “Software development has been completed for major services under the Health Department, including the issuance of death, birth and marriage certificates. Software has also been developed to despatch trade licences,” he said.Regarding the software development for other modules, the official said that under the Revenue Department, software development is progressing for property tax collection and assessment, professional tax collection, assessment and issuance of occupancy certificate.The other major modules that will be brought under the e-Governance umbrella include dissemination of ownership certificates and regularisation under the Town Planning section. “We are concentrating on including all the major services that the civic body offers to the public. The provisions for the public to file their complaints and grievances, monitoring the files submitted with the corporation, Town Hall booking and RTI are the major modules included in the general section and they will be implemented in the pilot phase,” added the official.The public will be provided online the details of major decisions taken by the council, the agenda of the council meeting and the decisions taken by various standing committee meetings.“Ward sabha management is also included in the council section,” the official said. He said a new interactive web portal will be launched by the corporation by March. “The website - www. corporationofcochin.gov.in- will be a bilingual website with link to all major services offered by the corporation in its homepage itself,” the official said and added that vetting has already been completed for all major modules.Vetting is a process of examination and evaluation based on the software requirement specifications (SRS).“We have organised vetting workshops at the corporation office.
