THIRUVANANTHAPURAM: Finance Minister K M Mani has said that the Fiscal Responsibility Act will be amended in the coming session of the Assembly. He was speaking at the orientation-programme for MLAs here on Friday.The aim of the government is to make the state revenue deficit-free in 2014-15 and to decrease the fiscal deficit to three percent in 2013-14.The government had earlier planned to make the state revenue deficit-free in 2007. However, this did not materialise, he said.The State Government had promised the Finance Commission that they were willing to amend the fiscal responsibility act. Following this, the Commission promised Rs 1,500 crore to the State, he said. The Central Government is intervening in the powers of the state entrusted by the Constitution. This is by announcing Centrally-sponsored projects in sectors included in the State List, he said.However, this has proved to be beneficial to the state. Idukki and Kuttanad package are examples for the same, he said.He asked the MLAs to read all 14 documents supplied along with the budget speech. If they read the documents carefully the complaints of neglecting their constituency would end, he said.
