PATHANAMTHITTA: With a view to dealing those police personnel involved in criminal cases with an iron hand, the police headquarters has issued a set of guidelines and set up a monitoring  mechanism. As a first step, a two-tier investigation system, one for the personnel up to the rank of circle inspector (CI) and the other in the rank of CI and above, has already been set up to conduct probe into the criminal cases against them. The circular: ‘Special Report Grave Crimes,’ a copy of which is in the possession of Express, says that the criminal cases involving police personnel in the first category will be conducted by an officer in the rank of a CI under the supervision of a DySP and for the accused in the rank of CI and above, it will be decided by the police chief. A copy of the FIR so registered will be sent to the police headquarters and the AIG (Headquarters) will be the custodian of the register, which will be regularly updated by the disciplinary branch. The FIR received at the headquarters will be forwarded to the ADGP (Intelligence) who conducts the necessary inquiry in each case and report to the police chief. If the investigation finds that the police officer is guilty of a criminal offence, a special report shall be forwarded by the investigating officer through his supervisory officer to the disciplinary authority for initiating further action in the matter. A comprehensive list of those personnel involved in crimes will be prepared twice a year, on January 1 and July 1. The list will be reviewed in August and February every year by a committee consisting of the ADGPs at the zone-level, ADGP (Crimes) and ADGP (Intelligence) and will be chaired by the senior-most among them. The committee will recommend the cases of those personnel whose behaviour is unsuitable as to warrant their removal from the force invoking the provisions of Section 86 of the Kerala Police Act, 2011. The committee will also review the adequacy and propriety of disciplinary action, disciplinary punishment, suspension and reinstatement. For the current year, all criminal cases reported on or after July 7, 2011 may be reported to the respective authority and FIR to the police headquarters. Another master report will have to be prepared in those cases which are pending investigation or under trial as on July 1, 2011 for the preparation of the full list for January 1, 2012.
