BANGALORE: Former ISRO chief G Madhavan Nair said things were very different back in 2005 as the mobile operators were not present.“I am not speaking on behalf of Devas, but the agreement would have brought the highest amount of technology which would have become a national asset,” he said. He said this could not be measured in terms of money and added that the allegation of allotting defence spectrum to Devas was baseless since, according to him, even today three slots of spectrum of up to 240 MHz are not being used completely. “Not even one per cent of this has been used,” he said, adding that there were many more deals of ISRO which had a higher number of transponder sale.“Only United States and Japan have this technology and they had an embargo of not sharing it with India,” he said and added, “But Devas had taken the risk of agreeing to bring this to the country.” He said the Chaturvedi committee had agreed that the Internal Rate of Return (IRR) to ISRO was 13.8 per cent which according to him was a good figure in deals of the kind.
