CHENNAI: P Rajagopal, a firstgeneration student, who has been asked to pay the annual fee of `29,000 within ten days if he is to be admitted in Anna University of Technology, Tiruchirapalli Panruti Campus, said: "We (my mother and I) begged the college authorities to give me admission with half the amount, promising them that we will pay the rest in installments or once our loan is sanctioned. But they did not accede to it. They say that my seat will go to some other student if I fail to pay the full amount in the next ten days. Banks are refusing to give us loans until a bonafide certificate, issued by the college, is submitted. The college again says that a bonafide certificate will be issued only after the full fee is paid. All our hopes have crashed."
Rajagopal is not an isolated case to fall victim to procedural lacunae. At present, due to procedural delays, educational loan amounts are sanctioned only by the time the student reaches the second semester."We do not want any freebees from the government. All that we request is for the authorities to intervene and either make sure that loans are granted before the admission procedures begin or insist on colleges to admit us on payment of a small sum of guarantee and give us some time to pay the remaining fees once the loans are processed." says Silambarasan, who has got a merit seat in Thanjavur Medical College but is fast running out of time to pay his fees. "We can fund our own education provided we are not made victims of the tedious procedures."

Says Velicham's president D Sherin, "A small change in procedure will help close to hundred first generation students pursue their ambition and career of choice."
