Rape survivor defends Gurgaon Commissioner, claims Jt Commissioner shielding the accused
The rape survivor alleged that the accused is son of former Deputy Commissioner of Gurgaon and his sister was also "very well known" to Arora.

Gurgaon: In the midst of the full-blown war between the Gurgaon Joint Commissioner of Police and the Police Commissioner, the alleged rape survivor has spoken out. The alleged rape survivor claimed that Gurgaon JCP Bharti Arora shielded the accused.

She also said that she had complained to the state DGP and the Haryana Chief Minister to remove Bharti Arora from the case.

She alleged that the accused is son of former Deputy Commissioner of Gurgaon and his sister was also "very well known" to Arora.

The victim said the Jt CP, during the investigations in the case, had sent police officials to her residence in Gurgaon who, she claimed, threatened and intimidated her. "Afterwards, I approached the Gurgaon Police Commissioner bringing to his notice the facts and the pressure which was being created by Bharti Arora," she alleged.

"I had complaint to the DGP and the Chief Minister to remove Bharti Arora from this case. She did some things to save the accused. That started having an effect on her OCR and after that she has come out in public and levelled false allegations against Navneet Virk," said the girl.

On Tuesday, Bharti Arora accused Gurgaon Commissioner Navdeep Singh Virk of "falsely implicating" a family in a rape case and threatening herself, a charge denied by him.

A high-level probe by Director General (Crime) was ordered on Tuesday night into the matter which played out in the media besides reaching the state police chief YP Singhal.

"Haryana government has asked KP Singh, DG Crime, to inquire into the allegations of Commissioner Police and Joint Commissioner Police Gurgaon and also to conduct all future investigations into all related four versions," said an official release issued in Chandigarh late at night.

Besides the versions of Virk and Arora, Singh will probe the versions of the girl and the accused.

Arora has levelled various serious charges against Virk, accusing him of slapping different charges against a family to "falsely implicate" them in a rape case. She has demanded a CBI probe into the matter.

"When I started investigation into the rape case, I realised that the Commissioner of Police has falsely implicated an entire family in the case. I objected and told him 'sir, this is wrong'," the Jt CP said.

She alleged that Virk wanted Section 307 (attempt to murder charge) to be slapped against the family of a rape accused.

Arora claimed that she had objected to this by saying that it was a "serious offence" and why he "deliberately wanted to implicate them".

"Then he started torturing me mentally and threatened me and said I leave the probe into the case otherwise I will be harmed," she alleged, adding, "I said, I am absolutely clean, my conscience is clear. I fear none."

She has claimed that the woman, who has filed the case, had filed three other rape cases on previous occasions also.

In her letter sent to the DGP, Arora has alleged that Virk was mentally torturing her over the inquiry and supervision of files in the rape case. "..I want a CBI inquiry in the entire matter so that facts are unearthed. Otherwise there is no reason how an entire family has been falsely implicated, that too by a woman, who has got three different rape cases registered...," she has said.

In his initial reaction, Virk said, "These allegations are wrong... What can I say if someone is saying something?"

Later in the evening, he issued a statement saying "the allegations leveled against me by Smt Bharti Arora for favoring a rape case victim are absolutely false, baseless and motivated with an intention to malign my reputation."

"I do not know the victim personally and have only communicated with her in my official capacity," Virk said.

He said the case of rape which is the focus of allegations was registered on July 26, 2014 and the accused in this case was arrested two days later.

"Both these events took place several months before I joined as Police Commissioner in Gurgaon on November 23, 2014. Action in the other related matters being mentioned have also been taken on merit," the Commissioner said.

"The timing of going to the press with this matter also coincides with the fact that a related matter was listed before the Hon'ble Punjab and Haryana High Court today.

"Recently the Hon'ble Supreme Court of India has also ordered the Gurgaon Police to ensure proper security of the concerned rape victim, which is being done," he said.

The Police Commissioner said, "Several complaints have been given by the rape victim and another cheated person Manoj Kumar alleging that Smt Bharti Arora is acting in a biased

manner to favor the accused.

"In this regard I have already written to DGP Haryana, stating all facts and finding the allegations against Smt Bharti Arora to be correct with a request to take appropriate action as deemed fit."
