CM accused of not taking action to protect agricultural lands.

The issue of registration of unapproved housing plots in the Union Territory created an uproar in the Assembly with AIADMK floor leader A Anbazhagan locking horns with Chief Minister N Rangasamy in the House. “The UT administration has not imposed a ban on the registration of unapproved housing plots,” said CM Rangasamy in reply to the query. “For some time it was suspended because of a confusion among sub-registrars, which was rectified  and presently it is being registered.”

The  administration had earned around Rs 107.30 crore in revenue by stamp paper duty and Rs 11.70 crore by registration fees during April-June in the last financial year. This year, the administration earned Rs 26.08 crore by stamp paper duty and Rs 3.15 crore by registration fees during April-June.

Following the reply, Anbazhagan charged the Chief Minister with not taking any action to protect the agricultural lands. He also accused Rangasamy of supporting the real estate agents, who were selling agricultural lands as housing plots. Anbazhagan also questioned the withdrawal of the land registration system for housing plots by the sub-registrars. The system was discontinued after 20 days, which was initiated as per the directions of the Collector to regularise land registration.

The Chief Minister then clarified that the registration of unapproved plots was permitted to ensure the purchase of a housing plot, even by a poor man, since the price of an unapproved plot was much lower.

Rangasamy further added that the wealthy could purchase an approved plot at higher rates but a poor man could only mobilise around Rs 1.5 or Rs 2 lakh, which would be the rate of an unapproved plot. The administration was also earning revenue, which needed to be taken into consideration, the Chief Minister explained.

“Revenue should be earned lawfully, the Chief Minister should be law abiding and should give an answer accordingly,” said the AIADMK leader. Anbazhagan also made some remarks against the Chief Minister that were later expunged by the Speaker on the insistence of LAD minister N G Panneerselvam. Chief Minister Rangasamy maintained that Anbazhagan was bothered only about the wealthy, while the UT government cared about the poor and middle class.
