The local administration failed to get the government grant-in-aid of Rs 54.28 lakh refunded even when the amount was not used for more than five years, according to CAG report.
The general financial rules (GFR) 2005 of Government of India stipulates that government departments should consider sanction of grants to any organisation seeking grants-in-aid from government only on the basis of viable and specific schemes drawn up in sufficient detail by the organisation. And, in the event of non-utilisation, the grant-in-aid should be refunded to the government. The grant was released for construction of two multipurpose halls, one in Chinnaveerampattinam and another one at Pudukuppam, under the infrastructure development scheme in tsunami-affected areas. The money was drawn by the local administration department and released in November 2005 to the Ariyankuppam Commune Panchayat. The proposals did not materialise, and the ACP kept revising proposals and sending fresh proposals for approval. These too did not materialise. However, the funds were not returned.
Release of grants-in-aid to Puducherry Agricultural Workers’ Welfare Society for free raincoats and mosquito nets to the scheduled caste agricultural workers without ascertaining the actual requirement resulted in blocking of funds of `1.53 crore.
