Sibal launched a veiled criticism of Arjun Singh's moves to reserve jobs in private sector and seats in top institutions.

Hannover: Launching a veiled criticism of Union HRD Minister Arjun Singh's moves to reserve jobs in private sector and seats in elite education institutions, Science and Technology Minister Kapil Sibal said the government should not make any law that harms Indian industry's global competitiveness.

"No policy initiative should be taken to dilute the level of excellence in research and development and educational institutions, which will negatively impact our ability to compete in the global economy," he said.

Sibal, who is a part of the high-level Indian delegation accompanying Prime Minister Manmohan Singh on his visit to Germany, said the western companies were now looking towards India for high-technology areas and manufacturing sectors.

"The western countries are ageing and more and more companies are setting up operations in India because of certain advantage," he said.

Sibal's comments, in reply to questions, came days after Commerce Minister Kamal Nath made a statement about the government working on a new industrial policy that would give incentives to companies which invest in backward areas.

Earlier at the Fair, Nath had said that the new policy was essential for "all inclusive" growth, including that of marginal sections of society such as Scheduled Castes and Scheduled Tribes.

The statements of the two senior Cabinet ministers assume significance against the backdrop of a raging debate back home on moves for a law to reserve jobs in private companies and seats in central universities and elite institutes like IITS and IIMs.
