Kolkata: In the battle between Singur farmers and the capitalist West Bengal government, it seems that the latter has won with its industrialist vanguard Tata Motors getting an "permissive possession" over the Singur land.
The possession enables it to carry out preliminary work like a topographical survey and soil testing for setting up what has been a bone of contention—a small car project at the site.
Giving permissive possession without formal agreement entitles a land owner to enter the premise, said a status report on acquisition of land at Singur in Hooghly district that was issued today by the information and cultural affairs department.
The report said as of December 31, the total land acquired by the government at Singur was 997.11 acres in five mouzas (area smaller than a subdivision). The land for which payment has been made was 658 acres.
Disbursement till December 31 was Rs 83 crore, while total compensation payable was Rs 119 crore, the report said. It said 2,400 people were yet to receive payment of compensation worth Rs 36 crore.
There was no mention in the report about the number of people who had received payment for their land. Industry Secretary Sabyasachi Sen said under the Land Acquisition Act, there was no provision for collectors to receive individual consent from landowners.
To a question, Sen said the formal hand over of land at Singur would be completed this month.
