THIRUVANANTHAPURAM: The financial clearance for various projects announced in the 2012-13 budget will be given in the first four months of the next fiscal, Finance Minister K M Mani told the Assembly on Friday. The crucial policy decision is intended to overcome the inordinate delay experienced in the implementation of projects, he said. Replying to the discussions on the demand for supplementary grants, he said that 80 percent of the 190 projects in the revised 2011-12 budget had been implemented. Mani told the House that an additional expenditure of Rs 1,435 crore had been estimated for the state. He disclosed that the capital expenditure, which was 8.67 percent during the tenure of the LDF Government in 2010-11 had risen to 9.72 percent in 2011-12 and was expected to rise further to 11.11 percent in the next fiscal. The total expenditure from the consolidated fund for 2012-13 annual budget is `69,103.86 crore. The government is attaching top priority for development.  Mani said that sufficient funds had been earmarked for Nila Tourism project, Muvattupuzha Irrigation project, Sivagiri Convention Centre, Project to clear water-logging in Kochi city and Thrissur-Guruvayur and Choondel-Thrissur four-lane roads. Sanction for the Meenachil River Valley project will be accorded once the expert committee report is received. The interests of all Assembly segments connected with Meenachil river will be addressed, he said. The scholarships declared for Muslim and Nadar community girls would be extended to those in the Anglo-Indian community also, he said.
