The Madras University Vice-Chancellor was restrained by the Madras High Court from making appointment to the post of university registrar, on Tuesday. Justice S Nagamuthu, who granted the injunction on Tuesday, made it clear that this interim order should not be an impediment for the University Syndicate to make the appointment of registrar by following the procedures in the university statutes. The matter will be taken up again on September 18.
The judge was passing interim orders on a writ petition from Dr P David Jawahar of Anna Nagar West Extension, praying for a direction to the VC to appoint the registrar in conformity with the provisions contemplated in the Madras University Act.
His interim prayer was to restrain the VC from appointing any one in the post. According to petitioner, he possessed necessary qualifications and applied for appointment for the post of registrar.
A scrutiny committee of three members was appointed for short-listing the candidates. However, the committee, appointed by the VC, was neither ratified nor approved by the Syndicate and only two members were involved in the scrutiny. In spite of his rich experience and qualifications, his name was not short-listed.
On the other hand, of the 18 candidates who had been short-listed, the name of T Leo Alexander, a former registrar-in-charge of the university, was also included. Petitioner alleged that Alexander was expelled from the post of registrar after being named in an examination scandal.
An internal investigating committee had held him and 51 other staff responsbile for rigging the 2011 BE/BTech and Distance Education exams. More over, the term of the sitting VC was to come to end within 45 days by second week of October. Also, as per Sec 38 of the Madras University Act, the VC, cannot make appointments.
