THIRUVANANTHAPURAM: PSC chairman K V Salaudeen has welcomed the government decision to set minimum marks in degree examination as eligibility for applying to the post of Secretariat assistants.  The government recently had set 45 percent marks for graduates in Arts subjects and 50 percent marks for science degree and a diploma in Computer Application for applying to the post of Secretariat assistants. When it was pointed out that the eligibility to the post of  Deputy Collector and for appearing for the Civil Service examinations was just minimum marks in degree examination, he told  “Express”  that  certain jobs required certain level of skill in  particular areas. “A deputy collector need not have the same physical strength of a police sub-inspector while the latter requires to posses a degree and certain level of physical strength. The Secretariat assistant’s job requires certain level of skills including that of using  computer.  There is no point in complaining against it,’’he said. There has been complaints about the government decision among last grade employees  as they had been given by transfer appointments  to the post. Following the issuance of the Government order, the last grade employees under the banner of pro-Left and Congress unions had given representations to get exemptions to last grade employees. There is 4 percent quota for last grade employees for by transfer appointments as assistants. But it has been pointed out that while Secretariat assistants recruited directly by the PSC had to pass the preliminary and final examinations being conducted by the PSC, the last grade employees with minimum eligibility get promoted  through by transfer. Besides 20 percent of the typists are also being promoted as assistants through by transfer appointments. Taking advantage of the quota system, 12 percent of typists get promoted directly to the post of section officers.  While the Secretariat Employees Union and Association continue to favour this system, the casualty is the decline in the standard of  civil service.  The rank holders who have been waiting for appointment to the secretariat service complain that by transfer appointments (36 percent), appointments made for die-in-harness cases (5 percent),direct recruitment from lower paid employees under PSC and sports quota (2 percent) are already claiming 45 percent of Assistants posts. Besides, the Ninth Pay Commission also has recommended 10 percent quota for LD clerks in government departments. In the event of implementing the proposal, the quota will reach 55 percent. The rest of the 45 percent of open merit recruitment also had to be done honouring the community reservations applicable  in this regard. Ultimately  only 22.5 percent of the open merit candidates will get recruited to the Secretariat service, they say.
