A storm has been created at the Pondicherry Central University (PCU) with Central Vigilance Commission (CVC), New Delhi, recently receiving a complaint stating that Vice Chancellor (V-C) JAK Tareen had favoured the appointment of a woman candidate to the post of Assistant Professor, despite her community certificate, under which category she was appointed, being withdrawn by the district administration.
Sources said Tasneem Abbasi was appointed as Lecturer at the Centre for Pollution Control and Energy Technology on April 24, 2009, under the OBC quota. But, a fellow applicant went to court and filed an RTI plea requesting details of her appointment and a copy of her Community Certificate. The reply had suggested that Tasneem was issued an OBC certificate although she fell under the creamy layer.
The matter was then taken up with the Puducherry administration. After several rounds of proceedings, the Collector concluded that Tasneem could not provide evidence to prove that she did not fall under the creamy layer.
But, while her appointment was cancelled, she was again considered for the post, this time under the General Category. Curiously, sources alleged while a fresh ad was issued for the post, Tasneem was invited for the interview even without an application and was appointed Assistant Professor. A promotion has also been awarded since with her elevation to Grade II category. The complaint alleged that the affair showed “favoritism” and questioned why no criminal proceedings were initiated against the candidate for fudging facts.
On why no charges had been pressed on the candidate, VC JAK Tareen said that the error was on the University side as it had, by mistake, appointed her under the OBC category.
“The revenue official should have also checked the details before issuing the certificate,” he said, and added that her appointment was made in a transparent manner.
