BANGALORE: Going by the procedures involved in issuing the Rail Safety Clearance for any railway project, Bangalore Metro Rail Corporation Limited (BMRCL) is not likely to get rail safety certificate before the scheduled inauguration of the Reach 1 of Metro between MG Road and Byappanahalli on September 15.According to the sources in the railways, obtaining rail safety clearance for any procedure in itself is a very time consuming procedure, which includes a very close scrutiny of the documents and the project by the rail safety commissioner.After examining the files related to the project from the date of commencement, materials used in the project and the designs, the rail safety commissioner inspects the tracks on a trolley and after that, the train is run in very high speed for testing before giving the clearance.As there would not be trolley inspection for the Metro projects, the rail safety commissioner and the technical assistants will have to inspect every inch of the track.Moreover, the railway safety inspector will have to carry out a load check as a major portion of the track is an elevated rail track.If the commissioner finds any defects, he will direct the BMRCL to rectify them before giving the clearance.To add to the woes of the BMRCL, South Western Railways (SWR) does not have a rail safety commissioner of its own at present, as the newly appointed commissioner is not likely to report for duty before September 15.This day is scheduled for the inauguration of metro’s Reach 1 phase.According to the officials sources, Dinesh Kumar Singh, the rail safety commissioner of South Central Railways, who is holding the additional charge as the rail safety commissioner of the south western railways, returned to Secunderabad from the city on August 26.It is said that the rail safety commissioner has no immediate plans of coming to the city nor has given any date for inspecting the project to the BMRCL.The BMRCL Public Relations Officer DLY Chauhan said, “The procedure for giving clearance for railway projects is different from giving clearance to Metro project.Though the rail safety commissioner has not given us any date for inspection, we are expecting the inspection to take place at the earliest.As we have already obtained clearances from Research Design and Standard Organization (RDSO), the rail safety commissioner might give the clearance immediately after the inspection held is here.” According to sources, though the RDSO conducts technical investigations into signaling, telecommunication equipment and track components before certifying them, the rail safety commissioner inspects everything once again before giving the clearance as he is the final authority in clearing the railway projects.With just thirteen working days left before the scheduled date of inauguration, it will be a miracle if the BMRCL manages to procure rail safety clearance before that.
